A member of the American Institute of Certified Planners since 1984, Jay authored the City of Sarasota’s Natural Resource Conservation and Parks and Recreation Plan Elements and the city’s first multi-modal traffic circulation plan. He also managed a commercial builders trade association and a large-scale, mixed-use community association where he authored comprehensive tree protection covenants for the 1,650-acre property.
As Government Editor for The Observer Group’s business publication, Jay’s feature stories included interviews with business executives, plus local, state and federal leaders, focusing on growth management, the environment, education, transportation, housing, economics, and numerous legislative topics. Jay received three Florida Press Association awards for investigative reporting, education and general excellence.
